The Core Distinction: Diplomatic Clearance vs. AOR

One of the most common points of confusion for foreign mission planners is the difference between a standard Diplomatic Clearance and an AOR. Confusing the two can lead to permit rejection.
Diplomatic Flight Clearance (Civil Airports)
- Authority: Issued by the Ministry of External Affairs (MEA) and validated by the DGCA.
- Applicability: Required for all foreign state aircraft landing at civil airports (e.g., Delhi DEL/VIDP, Mumbai BOM/VABB).
- Lead Time: Officially 3-7 Working Days.
- Process: Your embassy must submit a “Note Verbale” to the MEA. Once the MEA grants political clearance, the DGCA issues the final flight clearance number.
AOR (Air Operation Routine) Clearance
- Authority: Issued by the Ministry of Defence (MoD).
- Applicability: STRICTLY required if you are landing at a Defence Airfield (e.g., Goa VOGO, Pune VAPO, Agra VIAG, Chandigarh VICG).
- Lead Time: 15-20 Working Days.
- Critical Note: Even if you have MEA Diplomatic Clearance, you cannot land at a military airport without an AOR number. The security vetting for AOR is far more rigorous.
Expert Insight: If you have a short-notice diplomatic mission to a city with a military airport (like Pune), we often recommend landing at the nearest Civil airport (Mumbai) and arranging a secure convoy. The 15-day AOR wait time is rarely waivable, even for VIPs.
The “Ceremonial Lounge” vs. Commercial VIP

For Heads of State (President, King, Prime Minister), the commercial terminal is off-limits.
- State Lounge (Ceremonial Lounge): At Delhi (VIDP), this is located at the Palam Air Force Station technical area, completely separate from Terminal 3. It allows for a “Red Carpet” reception away from the public eye. Access is controlled strictly by the MEA Protocol Division.
- Commercial VIP (Senaxus Air/GAT): For Ministers, Ambassadors, and lower-ranking delegation members, we utilize the General Aviation Terminal (GAT) or the Senaxus Air lounge in Terminal 3. This offers luxury and privacy but is distinct from the Ceremonial Lounge.

Tarmac Access for Vehicles: Who Qualifies?

Driving a vehicle up to the aircraft steps (Tarmac Access) is highly restricted in India. It is not granted to every diplomat.
- Category A (Automatic Access): Heads of State, Heads of Government, and Vice Presidents.
- Category B (Ambassadors): Foreign Ambassadors and High Commissioners are typically granted tarmac access only for their first arrival (taking charge) and final departure (relinquishing charge). For routine travel, they usually use the VIP channel but walk to the vehicle.
- Security Grounds: SPG (Special Protection Group) protectees are granted tarmac access.
