Bhutan occupies a strategically significant position in South Asian airspace, and any flight routing over or into the Kingdom requires advance clearance from Bhutan’s aviation authority. Bhutan is also one of the most spectacular and challenging aviation destinations in the world — Paro International Airport is widely regarded as one of the most technically demanding airports on earth.

Regulatory Authority

The Department of Civil Aviation, Bhutan (DCAB) is the regulatory body for all aviation matters in the Kingdom of Bhutan, operating under the Ministry of Information and Communications.

Overflight Permit (Transit of Bhutanese Airspace)

For aircraft routing over Bhutan without landing, an overflight permit is required from DCAB. Key facts:

  • Bhutanese airspace is highly restricted. Only specific airways/corridors are available for civil overflight.
  • The most commonly used corridor is airway G218 / R463 connecting India and China via Bhutan.
  • Overflight is not automatically granted — DCAB reviews each application.

Required documents: Aircraft registration, C of A, insurance, crew details, precise flight plan routing, entry/exit points in Bhutanese airspace.

Processing time: 5-10 working days. Apply early.

Landing Permit (Arriving at Paro Airport, VQPR)

Paro International Airport (ICAO: VQPR) is the only international airport in Bhutan. It sits at 2,235 metres (7,332 ft) elevation and is surrounded by the Himalayan foothills. The approach requires a specific type rating/familiarisation for pilots and is subject to strict weather minima.

Restrictions at Paro

  • Pilot qualification: Only pilots specifically certified or trained for the Paro approach are permitted to land there. This is a formal DCAB requirement.
  • Aircraft size limits: Large aircraft are restricted due to runway length (approximately 1,960 metres / 6,430 ft).
  • Visual approaches only: Instrument approach procedures at Paro have specific limitations; day VFR is preferred.
  • Night operations: Night landings at Paro are very restricted and may be prohibited for non-scheduled operations.

Landing Permit Documents

Similar to other South Asian nations: registration, C of A, insurance, noise certificate, pilot certification for Paro, passenger manifest, purpose of flight, and handling agent details.

Bhutan in the Context of India-Nepal Routing

Many South Asia itineraries include Bhutan alongside India and Nepal. Aileron Air manages the complete permit matrix for multi-country routings:

Frequently Asked Questions

Q: Is Bhutan a “no-go” for most private jets?

A: Bhutan is technically challenging but very achievable with the right preparation. The pilot certification requirement for Paro is the primary hurdle — once that’s in place, the permit process is manageable. Aileron Air advises operators on Bhutan operations and will coordinate directly with DCAB.

Q: How much does it cost to fly a private jet to Bhutan?

A: Bhutan charges a Sustainable Development Fee for visitors, and aviation charges at Paro are higher than regional averages. Contact Aileron Air for a full trip budget.

Q: Can I fly over Bhutan en route to China?

A: Yes, subject to a valid Bhutanese overflight permit. However, you will also need Chinese overflight permission for the onward segment. Aileron Air coordinates multi-country permit packages for Asia routing.
